is there a way to add mana leech to artifact weapons or is it only on some gear

No, all of the new item stats (such as mana leech, life leech etc) are exclusive to base items and there's no way to add these through any means like enchanting and such - this is intentional because of how hard these things would be to balance. However we have added mana leech to (some) knight and paladin artifacts in the last patch.
