Yes! The Cyntarist will also spawn as a boss on the top floor of the Elementalists spawn.
If killing the Cyntarist doesn't seem like a viable option, you can alternatively receive Eternal Flames as a rare drop from Medicine Pouches, which can be traded to Ottokar in Venore or The Wise Man in the main city. Of course, you can also trade other players for the item as well.
