just wandering is the dude meant to change outfits after you guess the right outfit he is wearing or is he wearing the 5 outfits and only part of them :)

He changes the outfit at a fixed interval, not when you guess it. This is to allow multiple players to play the minigame.

I should also mention that if the NPC does not seem to be changing the outfits at all you may want to try relogging next to him.
