While searching the addons on the NPC for the Traditionalist and Breezy Garb outfit i found that they are mixed up. Traditionalist does not appear in the NPC Addon list and the Breezy Garb has the addons for the Traditionalist.

The second thing is that I had a backpack full of items to sell and when I tried the Sell-All Too it didn't sell all the items, I had to sell them to the NPC.

The outfit issue should be fixed in the next patch.

Did it sell only some items? If so, do you recall which were not sold or did it not sell any items at all that should be sold?

It sells some items but not all of them. Right now I don't have loot to test this but i found that the following items cannot be sold with the tool.
Shimmer Sword
Shimmer Rod
Shimmer Wand
Shimmer Bow
Guardian Halberd
Leaf Boots
Zaoan Robe
Oceanborn Leaviathan Armor
Imperial Armor
Fire Sword
Jade Hat
Ice-Feathered Kilt
Obviously these items can be sold to NPC's.

Oceanborn Leviathan Armor cannot be sold to the NPC either, as are other items like warlord sword, obsidian truncheon, thaian sword, the impaler, onyx flail, etc.

You can sell the Oceanborn Leaviathan Armor. The other items cannot be sold.
